MR. HAKEEM OLAYINKA MURI-OKUNOLA-Head of Service (HOS)
Mr.Hakeem Olayinka Muri-Okunola was born in Lagos Island on 7th January,1972.He started his education at ADRAO International School and Ireti Primary School for his primary school.
He subsequently attended The Nigeria Navy Secondary School, Lagos between 1982 and 1987 for his secondary school education. He proceeded to Lagos State University, Ojo, Lagos State where he studied Law and obtained he’s Bachelor degree and Nigeria Law School between 1989 – 1995.
He went further to obtain his Masters degree in International Business Law (LLM) from The Queen Mary and Westfield College,University of London, England between 1998 – 1999.
During the period between 1996 and 1999, he served as an Associate Solicitor with Adepetun, Caxton-Martins
and Agbor, Barristers and Solicitors where he became proficient in drafting, reviewing and advising on various legal
matters spanning from Commercial, Property, Employment, Oil and Gas Operation.
He was thereafter appointed as the Company Secretary / Legal Adviser at Ibile Holdings Limited, The Investment Company of Lagos State Government between 2000 and 2003. Mr. Muri-Okunola was then appointed Personal Assistant to the then Governor of Lagos State, Asiwaju Bola Ahmed Tinubu between 2003-2005.
Thereafter, Mr. Muri-Okunola was appointed as The Executive Secretary, Land Use and Allocation Committee
(LUAC), a position he held between 2005 -2011. As a result of his wide experience in Government affairs and Corporate Management, he was elevated to the rank of Permanent Secretary in the Lagos State Public Service and
his first deployment was The Lands Bureau in the Governor’s Office and steered Land Administration in the state from 2011 to 2015. Upon his appointment as the Permanent Secretary Lands Bureau, Mr. Muri-Okunola was instrumental in starting and completing the issuance of the Electronic Certificate of Occupancy (E-C of O), the
Electronic Data Management System(EDMS) and also achieved consistently the thirty (30) day processing of consent applications which pushed the Lagos state Government’s position in the World Bank ranking for ease
of doing business index.
In line with civil servicepolicies and due to his experience, Mr. Hakeem Muri-Okunola was further deployed to the Ministry of Youth and Social Development as Permanent Secretary in 2015, a position he holds till date. Under his
administrative leadership he has been able to transform the Ministry by streamlining and strengthening the
Adoption Processes in line with international best practices, strengthening the Social Welfare Department, increased
the rescue and rehabilitation of beggars, indigent and destitutes. Under his watch, he also strengthened the Child
Protection system in the State with swift response to abused and abandoned children. He was also instrumental in the amended version of Child Rights Law; The Child Protection Policy of Lagos State by Executive Order Of the
Governor. In the areas of Persons living with Disabilities, he was also instrumental in the creation of LASODA
Trust Fund to cater for the needs of people living with disability.
Mr. Muri-Okunola is a member of the Nigeria Bar Association, International Bar Association and other social clubs such as Ikoyi Club 1938, Lagos Motor Boat Club, Lagos Polo Club and F’S Club.
He was sworn-in as the 21st Head of Service by His Excellency, the Governor of Lagos State, Mr. Akinwunmi Ambode on the 31st of December, 2018.
His Hobbies are soccer, athletics,polo,boating, squash, basketball and water sports.
He is blessed with a wonderful family.
