MR. LIGALI FALAL ADELEKE–DIRECTOR, PUBLIC SERVICE STANDARD AND PERFORMANCE (PSSP)

Mr Ligali Falal Adeleke was born on the 27th of March, 1964 to the family of Late Apala Music Legend, Chief Alade Adebayo Ligali-Mukaiba and Late Alhaja Ayoka Memunat Ligali-Mukaiba, a successful business woman and Islamic Women Leader.

Mr Ligali Adeleke attended St. Michael Anglican Primary School, Epe, Lagos State from 1972 to 1976 and bagged his First School Leaving Certificate (FSLC) in the year 1976.He equally attended Lagos State Government College, Ketu, Epe Division, Lagos State from the year 1976 to 1981 and obtained his West Africa Schools Certificate in 1981. He had his University Education at Lagos State University, Ojo from 1985 – 1990 where he bagged a Bachelor’s Degree in Economics, (Second Class (Honours) Upper Division).

He is a Full Member, Nigerian Chartered Institute of Management (MNIM), Associate Member, Chartered Institute of Personnel Management of Nigeria (ACIPM) and a Fellow, Institute of Corporate Administration of Nigeria (FCAI) among others. He is also an Award winner.

A skilful and competent Director with background in Economics, Management Sciences, Strategic Management, Project Management, Information and Communication Technology, Management Consulting, Process Management and Knowledge Management. Information Technology and Management Consulting.

Mr. Ligali Falal Adeleke has the understanding of the workings of Government Ministries, Departments and Agencies especially in the areas of scoping, restructuring, repositioning and advocacy. The specific areas include; Programme Development, Management, Monitoring and Evaluation, Impact Assessment, Project Risk Mitigation, Technical Reporting and other Reforms Activities. He is vast in the areas that include Management Consulting Services, Programme/Project Development and Management, Reforms and Transformation Management. Other areas of specialisation includes;

  • Data Validator/Coordinator (Point of Contact (OTCI) Validation of data from primary source (where primary source is not an MDA)
  • Liaison with Head of MDA to submit final data approved (via email) for Lagos State Digital Cabinet, also known as “Digital Boardroom.” Secretariat-Lead for the State-wide Human Resources Management Implementation.
  • Team-Lead for the 2019, 7th CIPM-HR Nationwide Best Practice Award/Competition won by the Lagos State Public Service.
  • Project Manager Citizen Relationship Management (CRM) Project, the Project that birthed the Citizens Gate Platform.
  • Participated in drafting Succession Planning document for the Lagos State Public Service.
  • Programme Management Director of Office of Transformation Creativity and Innovation (OTCI).
  • Secretary Strategic Management Framework (SMF) Programme.
  • Secretary to Technical Working Group of the Lagos State Public Service Management Reform Programme,
  • Human Resource Management (HRM) Steering Group Secretariat member,
  • Member of the Human Resource Implementation team,
  • Member HRM Change Management Group and Its Secretariat in Lagos State Public Service.
  • Participated in capacity building for government officials who were counterparts on various projects like the Strategic Management Framework Project, Department for International Development (DFID) supported Public Service Management Reforms programmes.
  • Participated in setting the tone for a Lagos State Transportation Policy and a Sub-Consultant in the very first major Restructuring of Ministry of Youth, Sports, & Social Development.
  • Participated from inception to final phase of Strategic Management Framework Project (nicknamed PROJECT WHEEL). Specifically; the roll out, scoping/as-is-situation, trajectory and the final documentation at the Price Water House Coopers Headquarters.
  • A team member on Staff Salary Audit of Lagos State Environmental Protection Agency among others.
  • DFID/SLGP In-house Consultant on the Scoping Assessment of Management Services & Reforms Office now renamed OTCI to validate and recommend implementation of the SLGP Report.

He had attended several Developmental Courses and Conferences (1998-2017) both in Project Management (Project scoping, Development, Implementation, Appraisal, Review, and its Impact Assessment).

His social life and Humanitarian Activities are very rich. He is currently the Secretary-General of Lagos Development Initiative (LDI) among others. His hobbies include; singing, swimming and playing football. He is married with Children.
